Public sector experts

TAIEX (Technical Assistance and Information Exchange Instrument of the Institution Building unit of Directorate-General Enlargement of the European Commission) is now organising three trainings/seminars on International Accounting Standards for the tax inspectors from all regional structure of National Revenue Agency and the experts from Tax Policy Directorate of the Ministry of Finance of Bulgaria (reference number - IM 31924).

Please find below the following dates for these 3 seminars:

13/04-17/04/2009
01/06-05/06/2009
22/06-26/06/2009

All these seminars will take place in Sofia, Bulgaria.

We are looking for public sector experts who could participate as speakers during these trainings and I would like to ask if the Member Bodies of the FEE would be interested in cooperation with TAIEX concerning these seminars.

Please, find attached to the list of topics/draft agenda proposed by the beneficiary and the copy of the application form.

Please also find attached the Guide for TAIEX Expert with all details concerning remuneration of TAIEX speakers, reservation of flight tickets and hotel room by the GTZ (our External Service Provider).

There are three kinds of experts, according to the event type:
Seminar/Workshop, Expert visit and Study visit.

For the purposes of this guide, only the two first event types are relevant.

An expert for a Seminar/Workshop : The expert is the speaker entrusted with the role of making a presentation and contributing to the general discussions. He/she is expected to attend and contribute for the whole duration of the Seminar.

An expert for a Seminar can also be nominated as a chairman. As a chairman, he/she is expected to organise the preparatory work (e.g. contributing to the development of the agenda, co-ordinating with other experts etc.) and to moderate the discussions during the Seminar. In the unlikely situation that there is no local co-organiser or local venue support, the chairman will ensure that the logistical arrangements are in place.

The chairman is encouraged to submit a "report" to the European Commission about the Seminar (the event as such, the situation of the Member State in the area of the relevant "acquis" and any logistical aspect to be considered).

For an expert visit: The expert will be entrusted with the task described in the agenda. The expert will be expected to complete a "report" describing the visit and status.
